Last week, the Defense Advanced Research Projects Agency (DARPA) announced it has picked three firms to design a spacecraft demonstrator with a nuclear thermal propulsion system that will enable “rapid maneuver” by an orbital spacecraft.

DARPA says the program, called Demonstration Rocket for Agile Cislunar Operations (DRACO), is focused on nuclear propulsion in its first phase. More broadly, it could give American satellites the ability to better monitor other spacecraft operating near the moon or around earth.

But with increasing ground and space-based anti-satellite threats from U.S. adversaries, could an “agile” spacecraft be the first step to a starfighter?

At a congressional hearing this week, U.S. Space Command commander Gen. James Dickinson testified that Beijing is actively seeking “space superiority through space and space attack systems." He also revealed U.S. intelligence of China’s experimental Shijian-17 satellite, which has a robotic arm that "could be used in a future system for grappling other satellites."

China is working on nuclear thermal propulsion (NTP) systems for spacecraft as well. Though the American and Chinese efforts are in their infancy, they likely point to a pattern that history has seen before.
